Monaco is thirty kilometres from Nice airport, forty-five minutes to an hour outside peak hours. The coast road is beautiful and slow; the motorway is faster and duller. I choose according to the time of day, not habit.
The two-hour rule
Any pickup inside Monaco must be booked at least two hours in advance. It is not a commercial condition: each journey has to be declared to the Monaco police before departure, and the vehicle carries the Monegasque permit. A last-minute request from the Principality simply cannot be accepted.

Every journey starting in Monaco is declared to the Monegasque police before departure. The two-hour minimum is the time needed for that declaration, and it applies to all drivers.
